• . iii iiiiiiiiiiiii iii <br />5 ~~ <br />• EXHIBIT E - Reclamation Plan <br />a. Description of Reclamation - The pit will be reclaimed <br />by sloping the highwall to a 2:1 slope. The plant site and <br />stockpile area will remain a relatively flat area. Drainage will <br />be established to maintain stormwater near the toe of the slope <br />and preclude off site erosion. The access road to the pit will <br />remain. The road is used by the property owner and Ute Water to <br />access the land north and west of the pit and the Jerry Creek <br />Reservoir owned by Ute Water Conservancy District. A gas line <br />and pressure station are also reached using this road. We <br />believe sloping the pit is the only feasible reclamation approach <br />available. As discussed in the mining plan, sloping will take <br />place during the mining operation along the highwall. A track <br />dozer will be used to bench the deposit and build the slope. <br />Work will begin in the east portion of the pit. <br />b. The proposed post-mining land use will be range grass <br />lands. The finished slopes will be covered with overburden and <br />topsoil and re-seeded according to the seeding plan provided by <br />the SCS. <br />c. A portion of the previously mined area on the property <br />was pre-reclamation law activity. This area lies west of the <br />previously permitted area and is shown on Exhibit C as the Pre- <br />• Act Area. After careful review of the best way to mine and <br />reclaim the property it appears this area should be included in <br />the reclamation plan. In order to uniformly mine and reclaim the <br />site, the Pre-Act Area will be mined and sloped leaving the <br />entire area in a safe condition, and matching the overall <br />reclamation plan. Portions of the Pre-Act Area will be used <br />during the life of the pit for stockpiling, equipment storage, <br />and processing, depending on the mining phase. The existing <br />access road will remain and will provide a clear limit of the pit <br />to the south and west. <br />Overburden and topsoil will be placed on the slopes using a track <br />dozer. The material will be compacted with the tracks of the <br />dozer. Prior to seeding the top soil, the bulldozer or a tractor <br />will drag a disk over the finished slopes to prepare the ground <br />for seed. The final drainage plan will maintain stormwater on <br />site. Reclamation will begin in the east portion of the pit. As <br />mining follows the direction discussed in the mining plan, we <br />will construct the final reclaimed slopes. When the slopes are <br />finished to a minimum 2:1 slope, overburden and top soil will be <br />taken from either the existing overburden/top soil stockpiles or <br />from the future overburden/top soil stockpiles. In order to <br />reduce moving materials, we anticipate using as much material <br />from the existing overburden and top soil stockpiles on the first <br />phases of the reclamation. <br />• <br />
