RAFTER 26 RANCH f
Lee W. Rooks
1?O Box 323
Buena Vista, CO 81211
719 395 9014
December 9, 2002
Mr. Harry Posey
Division of Minerals Geology
1313 Sherman Street
Room 215
Denver, CO 80203
Dear Mr. Posey,
RECElVED~
DEC 1 1 2002
Division of Minerals and Geology
~Q.
~ ~~~`o/
D~
~~

I am writing to object to Permit# M-78-192 a Conversion application by Chaffee County.
I am an adjacent landowner to this proposed pit and am very cencemed about the potential
problems with this application.
In their application, Chaffee County neglected to mention that afterthey abandoned this pit many
years ago, they dug several large pits on the property and used it as a place to dump raw sewage.
These pits were unlined and the raw sewage leached into the soil, When a pit reached saturation,
they dug a new pit. Many times the raw sewage was just dumped on the ground in various places
around the property. These sewage pits and Chaffee County's sewage practices were in violation of
EPA regulations. After several years of this practice, the EPA eventualy closed the pits and forced
the county to install several monitoring wells around the property.
I am cencemed that the reopening of this pit will eventually lead to the spreading of chemicals,
fecal material and fecally contaminated soil into the air and onto the roads of Chaffee County. I
am also cencemed that any dismption of the now sealed pits will lead to more of the contaminants
leaching into the groundwater. The pits were dug in many locations around the properly and just
dumped on the ground, so it would require every scoop of dirt taken from the pit be tested in order
to verify that there were no chemicals or fecal matter in the soil.
While Chaffee County states that there will be minimal intrusion to the surrounding landowners,
there will be a considerable change in the state of the area. There will be numerous heavy trucks
traveling on a previously quiet county road. This road and proposed pit will border our cattle
grazing land. As 1 have stated, this is a quiet county road, so there isn't a fence separating our
pasture from the road and our cows will be on the road with the trucks. Since Chaffee County has
