999 <br />United States Department of the Interior <br />IN REFLY 0.CFER TO. <br />OFFICE OF SURFACE MINING <br />RzclamationandEnforcement RECEIVED <br />] 999 Broadway, Suite 3320 <br />Denver, Colorado 80202-5733 <br />SEP 2 5 2001 <br />Division of Minerals 6 Geology <br />September 24, 2001 <br />Mr. AI Pfister <br />U.S. Fish & Wildlife Service <br />Ecological Services <br />764 Horizon Drive, Building B <br />Grand Junction, Colorado 81506-3946 <br />RE: Section 7 Consultation Bowie Resources LTD "Bowie No. 2" mine, Permit C-96-083 - <br />Permit Revision No. 6 <br />Dear Mr. Pfister: <br />The Office of Surface Mining Reclamation and Enforcement (OSM) Western Regional <br />Coordinating Center (WRCC) has been requested to formally consult with the U.S. Fish & <br />Wildlife Service (USF&WS), regarding the above subject by the Colorado Division of Minerals <br />and Geology (CO-DMG). <br />The Bowie No. 2 mine is located in Delta County, Colorado approximately five (5) miles <br />northeast of Paonia, Colorado, on lands within all or part of <br />Sections 2, 3, 4, 9, 10, 11, 14, 15, and 16 T.13 S., R.92W. of the 6th P.M. <br />Sections 33 and 34 T.12S., R.91 W. of the 6'h P.M. <br />I'he above-mentioned tracts of land are also shown on USES 7.5 minute quadrangle map of <br />Bowie. <br />Bowie Resources LTD's proposes, in Permit Revision 6, to construct a unit train loadout south of <br />the present mining operation and to increase annual coal production from 5 million tons per year <br />to 6 million tons per yeaz. The proposed train loadout will include a conveyor belt system to <br />transport coal from the present coal stockpile, over Old Highway 133, to a batch weigh loading <br />system located above the railroad tracks. Approximately 11,855 feet of new railroad track will <br />be laid to service the loadout. Sedimentation control will be provided by one sedimentation pond <br />and several areas protected by berms, silt fence, and straw bales. <br />Bowie Resources LTD has revised their existing water usage figures for the mine to address the <br />estimated increase in consumptive use for an increase in annual coal production from 5 million <br />
