C-81- <br />OlO,TRAPPER MINING, INC. <br />I am requesting your assistance in the analysis of a monitoring <br />report submitted to the Division by Trapper. As you undoubtedly <br />remember, on May 24, 1995, Trapper received NOV C-95-017 for a <br />slide that had occurred above the ash pit. Technical Revision No. <br />69 was part of the abatement for NOV C-95-017. Stipulation no. 14 <br />of Technical Revision No. 69 required that Trapper submit a report, <br />by the end of November, 1996, detailing the results of hydrologic <br />and surface effects monitoring of the slide area. Upon submittal of <br />this report, Trapper could request termination of monitoring. <br />Trapper has submitted this report, and has also requested that <br />monltoring of the slide area be discontinued. A copy of Trapper's <br />September 20, 1996 slide monitoring report and a copy of <br />stipulation no. 14 is attached to this memo. Also attached is the <br />August 28, 1995 geotechnical and hydrologic report that Trapper had <br />submitted, plus your August 30, 1995 memo concerning that report. <br />There are three items that Trapper did not mention in their report. <br />I will let you decide whether they are relevant or not. First, <br />about half of the water coming out of the french drain is actually <br />coming out of the gravel that is packed around the french drain <br />pipe, not out of the pipe itself. Second, a small seep has <br />developed about 50 feet down gradient of the southern piezometer. <br />The seep is flowing just a trickle, but it has wetted an area about <br />30 feet by 15 feet. Trapper has planted about 30 small trees in <br />this seep area. Third, there is a stark contrast in vegetation <br />between the east and west half of the reclaimed slump area. On the <br />east side, where the piezometers and new seep are located, there is <br />a moderate amount of grass. On the west side, the grass is sparse, <br />with a lot of thistle growing. <br />If you need any additional information, please let me know.
