<br /> <br />EXHIBIT II - TOPSOIL, REVEGETATION PROGRAM <br />HIGHWAY BORROW AREA, MAHAFFEY RANCH <br />The following plan describes the soils and revegetation program designed for <br />the Mahaffey Ranch area where contractors associated with Highway construc- <br />tion will be excavating fill material. <br />Soils <br />The soils in this area are characterized by being highly saline and alkaline. <br />In order to institute a successful revegetation program, the higher quality <br />soils should be salvaged. The topsoil found within the Mahaffey Ranch <br />property, west to where the railroad spur intersects the temporary haulage <br />road, should be salvaged to a depth of 14-17 inches. The area further west <br />(along the railroad spur) is characterized by a highly saline and alkaline <br />top horizon. Because of this, the top 6 inches should not be salvaged; <br />however, the soils from a 6-16 inches depth should be sa ed. The top 6 <br />inches in this area should be available to the Highway contractor. <br />Prior to excavation of these two areas, the topsoil should be moved to the <br />north side of the borrow area. Once excavation is completed, the topsoil can <br />be spread and revegetated. <br />Revegetation <br />After topsoil is spread over the disturbed area, the site should be seeded <br />with the permanent seed mix specified for the Parachute terminal facilities <br />(see page E-36, original MLRB permit application). The revegetation <br />techniques should include disking, drill seeding and hay mulch. Seed should <br />be drilled at 20 lbs/acre. A 18-46-0 fertilizer should be applied at 400 <br />lbs/acre. Straw at 2 tons/acre or hay at 1-1/2 tons/acre should be used for <br />mulch. <br />
