Box 161 <br />Silt, CO 81652 <br />Re: Eastside Bond Estimate from Mid-term Review <br />C-84-063 <br />Dear Linda: <br />Rov Romer <br />Governor <br />nLChael B. long <br />Division Director <br />As discussed with you last week, the Division has begun to review <br />the Eastside Mine permit as part of the Midterm requirement under <br />Rule 2.08.3(1). The Division has been delayed by several months in <br />this review due to staff and budget constraints. I thank you for <br />your patience in this matter and hope that within the next few <br />weeks the Midterm Review will be complete. <br />As you are aware, part of the required tasks for a Midterm review <br />are to review both the permit and the bond liability. <br />The Division has completed their review of Eastside's mining permit <br />and also reviewed the adequacy of the current $40,000.00 bond <br />amount. A copy of the proposed increase for bond liability is <br />enclosed for your review (see attached memo dated November 6, <br />1992). As the new estimate indicates, an increased bond amount of <br />$110,642.00 has been calculated for both the existing and proposed <br />operations at the Eastside Mine. <br />Several assumptions were made in developing the estimate. These <br />are the following: <br />1. That a pipe/tube would have to be inserted in all three <br />portals to monitor water levels, mine inflow and <br />flooding. <br />2. The telephone and power lines would be removed as stated <br />in the permit. Concrete pads are under the generator, portal fan and <br />powder magazine structures. <br />
