Dillie and Oswald: <br />As Chairman of the Mining Reclamation Advisory Committee for <br />the City of Colorado Springs, I wanted to advise you of the <br />Committee's intent to submit to you its comments on these two <br />proposed amendments. As you know from reviewing the amendment <br />applications, the Committee has worked with Castle Concrete <br />Company for over three years to develop plans for enhanced <br />reclamation. The enhancement reclamation plans were premised on <br />Castle's existing mining plans for the quarries. Last summer <br />Castle proposed to amend its mining plan in a way that should <br />greatly reduce the visual impact of future quarry operations. <br />The proposal was well received by the Colorado Springs City <br />Council and the E1 Paso County Board of County Commissioners. <br />The Committee has just this week had an opportunity i.o <br />review the formal amendment applications. As you know, the <br />applications are fairly complex and to prepare thoughtful <br />comments will take a little bit of time. The Committee will need <br />to submit its recommendations to the City Council, which will <br />need some time to authorize a comment letter to the Division of <br />Minerals and Geology. All of this simply cannot be accomplished <br />by the July 18, 1994 deadline. The purpose of this letter is to <br />advise you that the Committee is diligently preparing its <br />comments and to request that you receive and consider the <br />DCC\99999\97169.7 <br />
