Dillie and Oswald: As Chairman of the Mining Reclamation Advisory Committee for the City of Colorado Springs, I wanted to advise you of the Committee's intent to submit to you its comments on these two proposed amendments. As you know from reviewing the amendment applications, the Committee has worked with Castle Concrete Company for over three years to develop plans for enhanced reclamation. The enhancement reclamation plans were premised on Castle's existing mining plans for the quarries. Last summer Castle proposed to amend its mining plan in a way that should greatly reduce the visual impact of future quarry operations. The proposal was well received by the Colorado Springs City Council and the E1 Paso County Board of County Commissioners. The Committee has just this week had an opportunity i.o review the formal amendment applications. As you know, the applications are fairly complex and to prepare thoughtful comments will take a little bit of time. The Committee will need to submit its recommendations to the City Council, which will need some time to authorize a comment letter to the Division of Minerals and Geology. All of this simply cannot be accomplished by the July 18, 1994 deadline. The purpose of this letter is to advise you that the Committee is diligently preparing its comments and to request that you receive and consider the DCC\99999\97169.7
