The purpose of <br />the hearing was to establish and resolve, if possible, the <br />remaining issues regarding the approval of the Thompson Properties, <br />Horn Pit, Conversion Application. <br />There were two issues Ms. Wright wanted to discuss at this <br />conference. Her first concern was directed at the potential of <br />encountering ground water in the northeast pit area. Secondly, she <br />was concerned about ground water contamination from the proposed <br />asphalt plant. <br />Resolutions to both issues were decided upon at the hearing. Ms. <br />Acre stated she would develop a contingency plan if groundwater is <br />contacted in the northeast part of the pit. She will discuss the <br />plan with Mr. Thompson and provide a courtesy copy to Ms. Wright. <br />Assuming the plan is agreeable to these parties, it will be <br />submitted to the DMG for inclusion in the permit application. <br />With respect to concerns regarding potential ground water <br />contamination resulting from the proposed asphalt plant, Ms. Acre <br />said she would get a commitment from Mr. Thompson reiterating there <br />would be no bulk storage of fuel. Bulk storage will be defined by <br />the operator. Additionally, the operator will provide a plan for <br />containment of wastes in the pond and for frequent clean up of the <br />loading area. <br />Ms. Acre thought these plans could be provided by Tuesday, February <br />19, 1996. If they satisfy Ms. Wright's concerns, Ms. Wright agreed <br />to withdraw her objections. <br />
