Stevens <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203-2273 <br />Subject: JD-8 Mine <br />File No. M-84-014 <br />Dear Mr. Stevens, <br /> <br />_~ <br />~,, <br />d b .: ] .: ] <br />dlgPUgT goAq <br />ciognoo eicza <br /> <br />JAN 2' 1 1997 <br /> <br />Pursuant to the Division's recommendation in a meeting with Cotter <br />representatives on December 19, 1989; and the Division's correspondence <br />dated April 12, 1990, regarding permit M-77-310, Cotter leas assembled <br />for the Division's review, and provides herein, pertinen information <br />regarding the operating status of the JD-8 Mine, whic supports a <br />request for technical revision of the above captioned pe~mit allowing <br />for periods of inactivity greater than 180 days. <br />Specifically, the JD-8 operation was placed into a "tempora y cessation" <br />status on January 4, 1987, under the authority of the Mine al Rules and <br />Regulations that were in effect at that time. Subsequent revisions of <br />the Mineral Rules and Regulations; however, render t e temporary <br />cessation category inappropriate for the JD-8 Mine. Tempor ry cessation <br />does not appropriately characterize the JD-8 Mine since many of the <br />activities undertaken at the site fall within the current efinition of <br />mining operations. For this reason, Cotter requests that he temporary <br />cessation determination for the JD-8 Mine be withdrawn an the mine be <br />re-characterized as an intermittent operation. Informati n supporting <br />this request is provided below. <br />Introduction <br />The JD-8 Mine ("the Mine"), located in Montrose County near Nucla, <br />Colorado is owned and operated by Cotter Corporation, a ~ holly-owned <br />subsidiary of Commonwealth Edison Company. The Mine oper tes under a <br />Section 112 permit No. M-84-014 as approved by the Colora o Mined Land <br />Reclamation Board. The permit was issued to allow for the xtraction of <br />70,000 tons of mineral and waste rock or more annually. Th minerals of <br />interest at the Mine are uranium and vanadium. Reserve a d mine life <br />estimates at the time of permit application were premised o maintaining <br />production rates and uninterrupted production schedules fo the life of <br />the Mine, which were consistent with the economics of t e day. The <br />reclamation plan and its timetable also were based upon a optimistic <br />forecast for uranium and vanadium mining. Reclamation at the Mine is <br />guaranteed for the permitted 20.06 acres by a financial rranty. <br />
