* i <br />J.~ <br />3) The statement that "all areas were covered with topsoil <br />with minimum 20 inches and revegetated" should be <br />modified to accurately portray the reclamation activities <br />at the site (i.e. the outslopes were not topsoiled and <br />revegetated). For example, this may be restated as <br />follows: "All backfilled areas were covered with topsoil <br />with minimum 20 inches and revegetated." <br />4) Rule 3.03.2(1)(b) states that the public notice shall <br />state that written comments, objections, and requests for <br />a public hearing or informal conference may be submitted <br />to the Division; provide the address of the Division; and <br />give the date by which said comments, objections, and <br />requests must be received. This statement was not <br />included in the proposed public notice and should be <br />added. <br />Please make the above corrections to the public notice and send a <br />copy to the Division. After the Division has reviewed and, approved <br />the proposed public notice, the notice may be published in a <br />newspaper of general circulation in the locality of the mine. The <br />notice shall be published for four successive weeks. After the <br />final publication of the notice, NCIG should provide the Division <br />with proof of publication.
