V1 <br />-z- <br />Based upoin the derived flood plain plan view and cross-sections, the <br />applicant should project the potential effects of pile location upon flood <br />water elevation. If placement of the pile within the flood plain would <br />significantly raise the flood water elevation, it will be necessary for the <br />applicant to develop appropriate mitigative measures to protect the pile, <br />highway, and other adjacent structures. If the flood level implications of <br />the pile's location within the flood plain are insignificant, then the <br />provision of appropriate erosional protection should suffice to allow approval <br />of the temporary spoil pile. In the alternative, relocation or <br />reconfiguration of the pile might remove the pile from flood exposure. <br />The "significance" of flood water level changes is a qualitative <br />determination, which relates to the potential consequences of the projected <br />flood level elevation changes. In the interest of mutual staff efficiency, <br />the Division suggests that the applicant's determination of significance be <br />submitted to the Division staff for review, prior to the applicant's <br />completion of specific redesign or mitigative measure development. <br />(3) A bonding recalculation was also included within the submittal. <br />However, this recalculation fails to allocate funds for the replacement and <br />regrading of the spoil stored within the temporary pile. As observed in my <br />earlier memo, bonding calculations will require amendment to include allowance <br />for loading, transportation and placement of the stored spoil material.
