The proposal which you put
forth is not acceptable for the following reasons:
1. The bond for the Vagneur Pit was originally calculated for
105 acres of disturbance * 51000 per acre. Approximately 40 of
those bonded acres will not be affected by the mining operation.
This means that there is substantial over-bonding (approximately
540,000) for the operation as a whole.
2. Original bond calculation for the 6 acre storage and parking
area allows for grading of approximately 4840 cubic yards of
material (6" topsoil replacement over 6 acres) and seeding. The
fact that the amount of topsoil material stockpiled within the
berm around the employee housing area may approximate or exceed
the amount originally calculated for retopsoilinq the 6 acre
area is more than compensated by the margin provided by the
over-bonding (item 1 above).
3. Upon considering that there is an approximate 540,000 excess
in bond we find it unnecessary to provide any additional bond
for the disturbance in this area even if it were to be expanded
in the future.
if you have any questions or concerns regarding this matter, please
contact me.
Sincerely,
v v
Kelly Wilson
Resource Development
