The proposal which you put <br />forth is not acceptable for the following reasons: <br />1. The bond for the Vagneur Pit was originally calculated for <br />105 acres of disturbance * 51000 per acre. Approximately 40 of <br />those bonded acres will not be affected by the mining operation. <br />This means that there is substantial over-bonding (approximately <br />540,000) for the operation as a whole. <br />2. Original bond calculation for the 6 acre storage and parking <br />area allows for grading of approximately 4840 cubic yards of <br />material (6" topsoil replacement over 6 acres) and seeding. The <br />fact that the amount of topsoil material stockpiled within the <br />berm around the employee housing area may approximate or exceed <br />the amount originally calculated for retopsoilinq the 6 acre <br />area is more than compensated by the margin provided by the <br />over-bonding (item 1 above). <br />3. Upon considering that there is an approximate 540,000 excess <br />in bond we find it unnecessary to provide any additional bond <br />for the disturbance in this area even if it were to be expanded <br />in the future. <br />if you have any questions or concerns regarding this matter, please <br />contact me. <br />Sincerely, <br />v v <br />Kelly Wilson <br />Resource Development <br />
