The significant changes in the application are: <br />a) the use of vat leaching as opposed to the originally proposed <br />heap leaching. <br />b) changes and addition in the rock disposal area. <br />c) designation of the original heap leach pad site as a tailings <br />disposal site. <br />d) revision of the Reclamation Plan <br />II. The primary objections to the amended applicaltion are as <br />follows: <br />a) The topography of the tailings disposal site still presents a <br />drainage hazard. The application inadequately addresses-the <br />cyanide level in the tailings. Would the cyanide le~~el in waters <br />exiting from the tailings site meet drinking water: standards? <br />The application specifically states that testing for' the cyanide <br />loss from the tailings is incomplete. (D-29) Since the tailings <br />site is located in "an arroyo tributary to Culebra C::eek" (D-19), <br />adequate drainage hazard evaluation is crucial. <br />b) There is insufficient data regarding the leach <br />characteristics of the tailings, residual cyanide levels of the <br />tailings or permeability of the tailings. Therefore, it is not <br />possible to adequately evaluate the risk in these areas. <br />c) The treatment of the tailings to remove residual cyanide is <br />not adequately described or documented. <br />
