Gulch Sedimentation Pond" nrrd 2.05-MSH, "Sanborn Creek Mine Dewatering Pond."
Please provide revised drnwings that /rave the certifications.
In a previous submittal, OMLLC submitted a copy, date stamped August 2l, 2001, of
Map 2.05-MSC for Pond C. However, the map does not contain the signature of the P.E.
who is certifying the designs. Also, the storage capacity table states pond B, instead of
pond C. Please submit a copy of Map 2.05-MSC with these two updates.
OMLLC will submitt labels that are to be attached to the original certified copies of the
pond drawings for the East Yard Pond, the Upper Hubbard Gulch Pond and the Sanbom
Creek Mine De-watering Pond. In this way, these drawings can be renumbered to fit in
with the new permit application format. The uncertified drawings for these three ponds
that were submitted in PR-04 will no[ be placed in the permit application.
26. It appears t/rat !here are no ns-built certifications for the sedhnentntiorr ponds that have
been built at the Sanborn Creek Mine. An ns-built certification shordd state tl:ai the pond
in question has been built according to the designs. Please either stole where in the
permit application these certifications are or provide such certifications.
OMLLC responded that as-built certifications can be supplied for the mine site ponds.
However, in those instances where pond construction information is not available, the as-
built certification would be limited in scope. The Division finds this approach to be
acceptable as long as an explanation is provided with each certification as to why the
certification is limited. Please submit these pond as-built certifications.
27. For n clearer picture of dre way the pond is cwrstructed, the Division believes tlwt
several of the pond drnwings should show the positions of dre primary cord/or emergency
spilhvnys in both the cross sections and plan views, even though the spillways might not
full along the crass sectional slice of dre drawing. Drawing 2.05-MSA does not show, in
either the plan view or the cross section viex•, that n portion of the road acts as cm
emergency spitlsray. Drawing 2.05-MSB does riot show the primary spillway in either the
plan view or the cross section view. On the snore drawing, the emergency spillway is not
shown on the cross section view. Urawing 2.05-MSG does not show the primary and
emergency pipes in the cross section view. On drawing 2.05-MSH, the prinmry noel
emergency spillway pipes are not shown ort the cross section view. Please provide
revised drnwings.
OMLLC stated that discharge spillway structure information can be submitted for the
ponds, either as information added to the as-built drawings or as an addendum to the as-
buil[drawing. However, as explained in item number 26 above, the information may be
limited in scope due to pond construction history that is unavailable. The Division agrees
with OMLLC on this approach. Please submit the spillway information.
