Oilier mine water flows <br />have been approximately 1(u~y;pm, 8U i;pm (5-85), as ]ow as 40 gpm, and annually <br />averaging about 60 gpm. I'rcviuusly the mine was relatively dry until Apr11 <br />1983; since then, mine wat~c dtsclcarge has been con[Snuous. Analytical data <br />for [he mine water is sumr,,,~rircd in Appendix 1 of the rationale. A discussion <br />of the appropriate limitations for thu mine water discharge (004) is included <br />in Appendix 2. <br />The Division has reviewed this information and has determined that the permit <br />will be amended to include discharge point 004 and federally-based LimLtations <br />for both 001 and 004. These amendments are included on pages la and Ib of the <br />permit. <br />The Division has also evaluated [leis permit and has determined that a renewal <br />permit with updated permit language is appropriate. This permit lras been <br />extended and will expire on .iunc 30, 1990. <br />Blue Ribbon Coal Company estimates that active mining may still continue for 5 <br />years, with no anticipated or known changes [o occur for the wastewater <br />. treatment system. Company personnel also expect that no riew water sources <br />will be contributed, and that water sources would be in the same quantitative. <br />range or possibly decreasing. <br />Further details of the facility and description of tiro discharge points were <br />.included in the permit rationale dated April 13, 1982• The discharge <br />monitoring report data submitted by 81ue Ribbon Coal Company for the last year <br />indicates general compliance with purmit effluent limitations: p11 (G.75-8.7 <br />s.u.), 06G (not visible), TSS (4.8-50.5 mg/1), Total Iron (0.0 - 7.5 mg/1 ), <br />Flow (0.062-0.776 MCD). A few excee~nnces of iron and TSS concentrations have <br />previously occurred. <br />BAT requirements for [his facility are also being included in [he renewal <br />permit. Blue Ribbon Coai Company will now have [o monitor and meet permit <br />limits for settleable solids in addition to the o[lier previous parameter <br />monitoring.
