• <br />a filter fabric beneath the rip rap lining of the spillways. The performance of the structures, <br />which were designed fora 10 year-24 hour event, against such a large event indicates that <br />the drainage of the reclaimed area has been successfully reestablished. <br />A small area at the south end of the West Ridge area needs to be regraded, where <br />equipment fire ruts were created'. The location is at the Section 14 and 23 dividing line, <br />nght at the edge of the regraded area. It is likely that the ruts will start gully formation if <br />not regraded. <br />Support Facilities -All buildings and structures have been removed with the exception of <br />those structures which have been proposed for permanent retention (office and truck scale, <br />shop/warehouse, fuel station, truck barn, and bath house). The Division is currently <br />reviewing a revision which proposes those structures remain on a permanent basis. <br />A footer from the conveyor was still in place on the lower bench outslope. This footer <br />needs to removed, reduced, or covered so that it is at least 4' below the ground surface. <br />The Trout Creek pump pad had been reclaimed. The rock surface had been removed, the <br />area regraded, topsoil replaced, and seeded. The work was very well done. The operator <br />does, however, need to update the small area exemption demonstration for this area. The <br />previous demonstration was based on a rock surface for the pad and a vegetative filter of <br />the surrounding vegetation. It appeared that the surrounding area vegetation was adequate <br />to provide a vegetattve filter, but the permit application should be updated accordingly. <br />Topsoil was being replaced on the lower end of the conveyor corridor. The source of the <br />material was the stockpile located south of the office building. Topsoil from the stockpile <br />west of the facilities area pond will be placed on the upper end of the conveyor corridor. <br />Topsoil had been replaced on the Moffat pit area, and on applicable portions of the West <br />Ridge pit area. Areas remaining to receive topsoil are the Moffat area reclaimed roads. <br />A windrow of topsoil had been placed on the west side of the north collection ditch to the <br />Moffat pond. The topsoil will be used to reclaim the ditch. Since this windrow will be in <br />place until the ditch is reclaimed, a sign should be placed on it, and it should be identified <br />on a map and/or described in the permit application text. <br />Revegetation -The West Ridge area was being seeded during the inspection. The Moffat <br />area had been reseeded prior to the inspection, as had portions of the reclaimed conveyor <br />corridor. <br />A seed tag from the mix being planted was provided to the Division by the drill operator. <br />A review of the tag indicates the applied seed was the approved mix, with slight vanations <br />on the proportional amount of the seed required for five species. <br />Cattle were roaming the West Ridge area during the inspection. The operator should be <br />sure to remove the cattle and keep them out, so that the area is not grazed during the first <br />year after seeding (re uirement of Section 4.15.5 of the Rules and Regulations of the <br />Colorado Mined Land Reclamation Board for Coal Mining (Rules)). <br />Reclamation Success -The West Ridge and Center Ridge areas appeared to have been <br />reclaimed to a stable configuration which approximates original contour, and is in <br />accordance with the approved post-mine topography. Surface water drainage has been <br />reestablished similar to pre-mimng conditions, with the exception of approved terraces, <br />check dams, and the retention of the Center Ridge and West Ridge permanent <br />impoundments. <br />Edna Mine 3 Scptember 7b, 1996 <br />
