• <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Edna Mine, in conjunction with a Phase I (backfllling, <br />grading, and drainage reestablishment) Bond Release inspection for the West Ridge and a <br />portion of the Center Ridge areas of the permit area. Present during the inspection were <br />Larry Routten and Susan Burgmaier of CDMG, David Beverlin, Brian Gontarek, and Terry <br />Crowner of the Pittsburg and Midway Coal Mining Company; and Henry Austin of the <br />Office of Surface Mining. Weather conditions were cool and cloudy, ground conditions were <br />dry the first day of the inspection and wet the second. <br />Production of the mine ceased in December 1995. Current activity at the site is limited to <br />reclamation. <br />Records were inspected at the mine office. All required records were available for review <br />and were current. Documentation of records inspected is attached. <br />Roads -Equipment was working to reclaim the middle Moffat haul road. Narrowing of the <br />north access road and lower Moffat pond access road were nearly complete; topsoil was <br />ready to be replaced and the area seeded. The West Ridge haul road had been narrowed <br />to the post-mine access road configuration. Post-mine widths on permanent access roads <br />have not been field checked by the Division yet. <br />Hydrologic Balance -The Moffat and West Ridge ponds held water below the discharge <br />level. The Center Ridge pond was discharging clear water. All four tippple ponds held <br />water, but none were discharging. There was wood and other debris which should be <br />removed from the first tipple pond, and a slump on the east bank of the second tipple pond <br />needed to be repaired`. <br />Outfall 007 was discharging clear water. Field parameters were pH 8.1, EC 3300, <br />temperature 54°F. <br />S oil Spring #1 was discharging clear water at an undetermined rate (estimate between 50 - <br />~5 gpm). Field parameters were pH 7.0, EC 3900, temperature 54°F. A sample was taken <br />for laboratory analysis. <br />Water was ponded behind a number of the West Ridge check dams. No flowing water was <br />observed in any terraces or ditches. A section of Terrace 7, where the road drainage from <br />the West Ridge access road comes in, needs to be regraded'. There is a high spot in the <br />terrace which will allow water to escape the terrace and flow down the slope. In this same <br />area, the road drainage ditch makes a fairly sharp curve to flow into the terrace. This curve <br />should be armored to ensure that water stays m the channel at that point. <br />Two reclaimed drainages in the Moffat area need to be regraded where the pond access <br />road crosses over them'. The drainages are the Moffat Final Pit Drainage and Downdrain <br />#4. There were high spots that would cause water to leave the ditch at the crossing points. <br />It appeared that the crossing areas had been used heavily during reclamation operations, <br />Edna Minc 1 Septembcr 7b, 1996 <br />
