Section IV -Permit Variances <br />The Division previously granted a variance from contemporaneous reclamation at the Seneca II-W <br />Mine. Approximately two spoil ridges are normally graded simultaneously once the pit <br />configurations become regular to achieve the desired postmining land configuration and to <br />effectively maintain topographic continuity between grading sequences. Once grading begins, the <br />number of acres graded annually in a given pit is approximately equal to the number of acres <br />disturbed annually. The contemporaneous reclamation variance is applicable to two situations <br />encountered during mining. First, the number of spoils associated with irregular box cuts, certain <br />inside or. outside curves, short pits, facility areas, and haulage ramps may exceed four spoil ridges <br />to facilitate grading. Second, bacldilling and grading box pit spoil, f-mal highwalls, and deep ramps <br />typically require the movement of large volumes of spoil for great distances and may require up to <br />two years after coal removal for fmal grading. <br />Seneca II-W Mine Page 8 <br />
