Coors Energy Company's mining permit at the Keenesburg
Mine is subject to renewal by November 1, 1991. This
permit renewal will require some changes from the previous
permit. The permit will change for two reasons.
First, the permit must be revised to reflect the fact that
Coors is no longer mining coal at the site. All coal
previously mined and stockpiled at the mine is scheduled
to be removed by November 1. The crushing, storage, and
loadout facilities will be taken out of service following
the removal of coal from the site.

Because of these changes and the pressing deadline for the
permit renewal, Coors is seeking a clarification of the
proper course of action. It appears from discussions
between our respective representatives that the MLRD has
some established precedents on which to make an informed
decision. Specifically, we are requesting clarification
of which agency (MLRD or DOH) will be the oversight agency
for the alternate land use. While it may be prudent to
file for permits with both agencies to ensure operations
are uninterrupted, it appears that at some point in time
only one permit would be required.
