Reclamation Plan: Reclamation activities will begin once mud pits are sufficiently dry to allow
regrading of each site to occur. Materials excavated for the mud pits will be redistributed over the
site, stockpiled topsoil will be spread, and broadcast seeding will occur over the entire disturbed area
using the following approved seed mixture from Persnit No. C-82-056. Newly constructed segments
of access road will be reclaimed in a similaz fashion with stockpiled topsoil spread and disturbed areas
broadcast seeded
Species
Slender Wheatgrass
Intermediate Wheatgrass
Pubescent Wheatgrass
Desert Wheatgrass
Orchazdgrass
Timothy
Regaz Meadow Brome
Lincoln Smooth Brome
Alfalfa
Crcer Milltvetch
Total
Seeding Rate (PLS Ibs/acrel
2.0
2.0
2.0
1.5
0.5
0.5
0.5
1.0
0.25
0.25
10.5
6.0 Endangered or Threatened Species
The Colorado Division of Wildlife was contacted for a detemtination as to whether or not the
proposed exploration program jeopardizes any lined threatened or endangered species. A copy of the
Division of Wildlife's repot is included in this package.
Irr addition, the US Fish and Wildlife Service, Grand Junction, identified two (2) currently listed
species as potential inhabitants of Township 5 North, Range 86 West, 6~h Principle Meridian,
Spiranthes diluvialis (Ute Lady's Tresses), and Halieaeetus leucocephalus (Bald Eagle). In addition,
the Upper Colorado River Basin has been identified as providing critical habitat for four (4)
endangered fish species: Pytchocheilus Lucius (Colorado Squawfish), Gila cypha (Humpback Chub),
Gila elegans (Borrytail Chub) and Xyrauchen texanus (Razorback Sucker). Lastly, two (2) candidate
species were noted for the area: boreal toad and Canada lynx.
With respect to the Ute Lady's Tresses, the habitat for this species is defined to occur az elevations
less than 6500'. All disturbance and activity associated with this project will occur at elevations well in
excess of 6500'. Raptor surveys completed in the area during the spring of 1997 and 1998 by Mr.
John Monarch of Monarch and Associates did not document the presence of bald eagles in the
project area. No water depletions are anticipated as a result of the proposed exploration efforts,
therefore, no impacts are anticipated for the endangered fish species identified.
Although negative impacts can occur as a result of the proposed work, the Division of Wildlife states
that impacts can be "minimal" if road building is kept to a minimum and if certain indigenous plant
species are planted to mitigate any potential impatts on the grouse population.
Given the above information, TCC has determined that the exploration and reclamation described in
this application will not jeopardize the continued existence of any endangered or threatened species
listed pursuant to Section 4 of the Endangered Species Act of 1973 (16 U.S.C. 1533) or the Nongame,
Endangered or Threatened Species Conservation Act (Section 33-8-101 et sad C.R.S. 1973) or result in
the destruttion or adverse modification of critical habitat of those species.
MONTGOMERY WATSON August 1999
