I forward the following
comments regarding remaining inadequacies of the geotechnical and hydrological
aspects of their amended interim plan, for your consideration.
In general, the supplemental submittals made by the operator have been helpful
in resolving deficiencies contained in the original interim plan. However,
several inadequacies remain to be resolved. My following comments are arranged
in the order of occurrence within the amended interim plan permit document and
within my earlier memorandum of October 8, 1982.
Exhibits D and E
The amended text, additional maps and amended Table D-1 clarify the subareas being
delineated for various forms of interim treatment.
Area 3c: "Abandoned South Access to 4lest Fork"
In response to our earlier adequacy comments, the operator has committed to
removal of the 4lest Fork of Parachute Creek culvert, if the landowner, Union Oil
Company, consents.
Area 5a: "TOSCO Flats"
The operator observes within the interim plan application:
" .The final surface configuration of the Semi-llorks area, at least in
this interim period, depends on timing of the removal of the existing Semi-
Works and the results of an engineering study that addresses alternatives
for resloping the spoil pile at the base of Davis Gulch. The source of
material for regrading will be the excess fill currently existing in Area
19b. There will be extensive water channel work associated with the site,
but the details have not yet been developed."
