This MR is <br />for the one-time only approval for seeding during February, <br />1993 of the contemporaneous reclamation recently completed <br />at the New Elk Refuse Disposal Area. The latest refuse <br />bench and side-slopes have been properly sloped and covered <br />with subsoil and topsoil as required by the permit. The <br />soil material remains unfrozen at this time. The seeding <br />will take place only if the seed bed material remains <br />unfrozen. <br />The permit normally restricts seeding to the periods of <br />August 15 to November 15 and April 15 to June 15. However, <br />past experience has shown the best success has occurred with <br />late fall seeding. This allows winter moisture to support <br />seed growth during early spring sprouting. Completing this <br />work now will also provide for erosion control of any spring <br />run-off that may occur. <br />The seed mix approved in the new Elk permit for the Refuse <br />Disposal Area will be used. The area will be seeded by hand <br />to minimize disturbance to the slopes, mulched and tamped in <br />place. An erosion control netting will be used in <br />conjunction with the seeding and mulching.
