MANAGEMENT <br />Minrec, Inc., is the successor in interest to Snowmass Coal Company's responsibilities under <br />Division of Minerals and Geology, Permit No. C-81-025. The major portion of the reclamation work <br />was performed during 1987 and 1987. Some ponds were reclaimed during 1994 and the No. 1 <br />Mine Portal area was contoured and seeded late in 1998. <br />One provision of the Division of Minerals and Geology's Rules is that the mine must be bonded for <br />the estimated reclamation cost. The Division of Minerals and Geology released a portion of the <br />bond in 1988 after backfilling and grading of the site was complete. Now that the vegetation has <br />been established, Minrec, Inc., has formerly requested a Phase I I bond release from the Division <br />of Minerals and Geology. Minrec, Inc., has a bond of $272,575 and has requested that up to $ <br />160,292 of that amount be released. In accordance with the Division's Rule 3.03.2(1), Minrec, <br />Inc., is required to send written notice of its partial bond release request to adjacent land owners, <br />surface owners and various local governing bodies. <br />The areas for which partial bond release is being requested are at the North Thompson Creek <br />Mines and loadout. The North Thompson Creek mines are located approximately 9.5 miles from <br />the bridge across the Crystal River up County Road 108, (North Thompson Creek Road) in Pitkin <br />County and the loadout is located along County Road 109 approximately 2 miles north of the <br />intersection of County Roads 108 and 109 in Garfield County. <br />The reclamation of the refuse pile was completed during 1986 and structures at the mine sites and <br />loadout were dismantled during 1986 and 1987. The areas were contoured, seeded and mulched <br />during the fall of 1986 and 1987. The areas have exhibited good plant growth during the ensuing <br />years. A vegetation study was performed during July 2000. The vegetation study demonstrated <br />the vegetation at the North Thompson Creek Mines passed all applicable comparisons. Therefore, <br />the North Thompson Creek Mines and loadout meet all of the vegetation criteria for a phase II bond <br />release. <br />Sincerely, <br />J. E.
