Reference is made on page 10 of the Comprehensive Monitoring Plan that <br />monitoring well location will be approved by BLM and EPA. MLRD is <br />currently developing rules to define appropriate points of compliance as <br />referenced under Ii;em 2. After these rules have been finalized, <br />monitoring well locations will need to be approved by MLRD in addition to <br />BLtd and EPA. <br />4. Reporting is referenced on pages 1 and 46 of the monitoring plan. Annual <br />reports will be sutxnitted to MLRD. Please clarify the plan for notifying <br />MLRD when significe~nt changes to the hydrologic system are detected. <br />5. Surface runoff and erosion control measures are discussed on pages D-55 <br />and E-20 of the amendment application. A general discussion is provided <br />which identifies what controls are considered appropriate. No specific <br />discussion is provided as to what individual control device will be <br />utilized at each location. Please describe further the type and sizing <br />of the controls to be utilized at locations within the permit area.
