Specifically, I have reviewed the <br />Documentation of Successful Vegetation Establishment and Topsoil <br />Replacement Documentation of the application. <br />The vegetation monitoring data clearly demonstrates that cover of the <br />three reclaimed areas, A,D&H Pits RSC 1987-1999, AsH Pits RSB 1995-2001 <br />and D&F Pits RSA/B 1996-2001, meet the Phase III bond release standards <br />for cover and shrub density at Phase II. The cover sampling data also <br />shows that the mine has established a diverse mix of perennial species <br />across the areas. The percent ground cover and species composition <br />values comply with the requirements of the State's guidelines for Phase <br />II bond release. Based on this information the Documentation of <br />Successful Vegetation Establishment section of the application appears <br />to meet the State's requirements, <br />The information on topsoil replacement provides values for average <br />topsoil replacement depths for various parcels within the three areas. <br />Topsoil replacement depth values from either load count data or <br />replacement sampling depth data collected by State inspectors. Average <br />depths range form 10.6 to 22.4 inches based on load count information. <br />Based on this information topsoil has clearly been replaced and the <br />overall average would exceed the required replacement depth of 12 <br />inches. Based on this information the Topsoil Replacement Documentation <br />section of the application appears to meet the State's requirements. <br />The application also provides a history of reclamation activities at <br />each parcel that includes topsoil replacement, seedbed preparation, <br />fertilization, and seed mixture information. This too complies with the <br />State's requirements. <br />Based on my review the application complies with the State's <br />requirements for topsoil replacement and vegetation establishment for <br />Phase II bond release. <br />If you have any questions please contact me. <br />Bob <br />
