Dear Sirs:
The Colorado Mined Land Reclamation Division has reviewed Grand Mesa Coal
Company's (File iiC-81-034) bond release request for the Delta Loadout facility
and proposes that the bond retained for the mine be reduced by 55,000 to
$185,000.
An inspection of the Loadout facility was conducted on May 1, 1987 to assess
the reclamation at the site. All reclamation activities had been completed
following the approved reclamation plan. Grand Mesa Coal Company replaced six
to twelve inches of topsoil on the area and revegetated the site. Topsoiling
and revegetation activities were not required by the reclamation plan.
The approved post-mining land use is designated as industrial use. The area
has been graded to approximate original contour. No revegetation success
standard exists for the site and, therefore, no liability period for
revegetation success is required. All necessary reclamation at the site has
been successfully accomplished and, therefore, all necessary reclamation bond
for the site can be released.
The Division has determined that necessary reclamation work for the remaining
parts of the Red Canyon Mine will be adequately bonded by retaining $185,000
of the original $190,000 bond.
