SHELTON, Dlreetor <br />June 9, 1987 <br />Delta County Commissioners <br />Delta County Courthouse <br />Fifth & Palmer <br />Delta, Colorado 81416 <br />RE: Bond Release, Red Canyon Mine, C-81-034 <br />Dear Sirs: <br />The Colorado Mined Land Reclamation Division has reviewed Grand Mesa Coal <br />Company's (File iiC-81-034) bond release request for the Delta Loadout facility <br />and proposes that the bond retained for the mine be reduced by 55,000 to <br />$185,000. <br />An inspection of the Loadout facility was conducted on May 1, 1987 to assess <br />the reclamation at the site. All reclamation activities had been completed <br />following the approved reclamation plan. Grand Mesa Coal Company replaced six <br />to twelve inches of topsoil on the area and revegetated the site. Topsoiling <br />and revegetation activities were not required by the reclamation plan. <br />The approved post-mining land use is designated as industrial use. The area <br />has been graded to approximate original contour. No revegetation success <br />standard exists for the site and, therefore, no liability period for <br />revegetation success is required.
