Dear Mr. Husband:
Pursuant to Title 34, Article 33, of the Colorado Revised Statutes, the
Division of Minerals and Geology hereby issues notice that on October 17,
1995, a technical revision application for a permit to conduct coal mining
operations by Seneca Coal Company, P.0. Drawer D, Hayden, CO 81639, was
deemed complete for the purposes of filing. All reviews and comment periods
as provided in the Act and Regulations promulgated thereunder initiate from
this day of filing.

The applicant proposes to revise surface coal mining operations at the Yoast
Mine. The technical revision addresses changes to the hydrological monitoring
program. The changes include the addition of a surface water monitoring site
on Grassy Creek, and the deletion of groundwater monitoring sites where the
well casings failed.
The Yoast Mine permit area is located approximately 8.5 miles southeast of
Hayden, Colorado, and is further described as follows:
