Long <br />Division Ovecror <br />RE: Renewal Adequacy Review 2; Aest Elk Mine; File No. C-80-007 <br />Dear Ms. Welt; <br />The Division has reviewed the renewal adequacy responses dated <br />November 17, 1992, and received by the Division on November 30, <br />1992. The Division has determined that the information submitted <br />with your adequacy responses can be handled within the renewal <br />process because none of the material provided is a significant <br />change to West Elk's permit. However, the material that will be <br />provided by December 30, 1992, must be submitted in the form of a <br />revision. The following comments are arranged as in my previous <br />letter; however, I have omitted the questions where no further <br />action is required as stated in my letter dated June 1, 1992. <br />Pursuant to our conversation today, the Division should receive the <br />additional information discussed in this letter by December il, <br />1992. <br />PART I: April 9. 1991 Letter <br />V. Topsoil <br />1. A stipulation will be attached to the approval of West Elk's <br />permit to state that Maps 56 and 57, Topsoil Removal and <br />Topsoil Replacement Plans respectively, will be updated as <br />detailed in the Division's adequacy letter dated June 1, 1992 <br />and submitted by December 30, 1992. <br />A stipulation will be attached to the approval of West Elk's <br />permit to state that Map 53, Distribution of Surface <br />Facilities, and Table 47, Approximate Topsoil Volumes, will be <br />updated as detailed in the Division's adequacy letter dated <br />June 1, 1992 and submitted by December 30, 1992. <br />The sampling plan to determine compliance with topsoil depth <br />requirements is adequate. However, page 2.05-45 should be <br />
