u~....~,aM.,~~ <br />United States Department of the Interior .®. <br />BUREAU OF LAND MANAGEMENT <br />UNCOMPAHGRE FIELD OFFICE <br />2505 SOUTH TOWNSEND <br />MONTROSE, COLORADO 81401 <br />In Reply Refer To: <br />CO-15000 <br />3480 <br />COC 67011 <br />March 8, 2005 <br />Memorandum <br />To: Carl Johnston, Mine Coordinator, Western Regional Coordinating Center, <br />Program Support Division, Office of Surface Mining Reclamation and <br />Enforcement. <br />From: Uncompahgre Field Office Manager <br />Subject: R2P2 Review and Approval and Consentfor Underground Coal Mining under <br />BLM Managed Surface- Mountain Coal Company (MCC), West Elk Mine, <br />Gunnison County Colorado - C-80-007 PR11 <br />We have determined that the MCC mining plan, R2P2 and proposed operations comply <br />with the Mineral Leasing Act of 1920, as amended, all applicable requirements of both 43 <br />CFR Subpart 3480 and the conditions and special stipulations of the federal lease <br />involved. We also find that maximum economic recovery of the federal coal within federal <br />lease COC67011 would be achieved. <br />Also, as a result of mine plan reviews, and in harmony with the BLM land use plan for the <br />North Fork region, we are giving our concurrance as a land management agency for <br />underground coal mining where portions of the surface included within boundaries of <br />federal coal lease COC67011 are managed by BLM. <br />These determinations coverthe entire lease encompassed in permit C-80-007.
