If 146 disturbed acres require topsoil replacement, the <br /> available topsoil would cover that 146 acres to approximately .59 feet or about 7.1 <br /> inches in thickness. Given the inherent inaccuracy of construction equipment in <br /> salvaging and respreading topsoil material, the inherent generality of Order 3 soil survey <br /> descriptions and the nature of topsoil to compact with handling, this is consistent with <br /> the amount of topsoil that has been replaced and still exists on site in stockpiles. <br /> The Division believes that, if the operator accepts the condition suggested by the <br /> Division in a letter to the operator dated June 4, 1997, the amendment will contain <br /> adequate requirements so that the reclamation plan has a reasonable chance to meet the <br /> stated end land uses of wildlife habitat and general agriculture.
