ENERGY FUELS MINING COMPANY III'll'llls~l'III III <br />BATON CREEK MINES <br />NOV ABATEMENT RESPONSES (PART Iq <br />MAY 1993 <br />NOV C-93-48 -Failure to obtain approval, prior to construction, of certain structures found <br />on-site. <br />Abatement Step 9 - Submit a 7R for the existing pov~erline light use road as identified in 7R-06 <br />Resoonse: Field surveys of the subject road and intersecting ditch indicate that the high point <br />of the road effectively segregates both ditch flow and drainage from the upper part of the road <br />from the refuse pile area. The only portion of the road which could possibly drain to the refuse <br />pile is the lower 50 feet of the road. Limited road slope and some natural vegetative <br />reestablishment combine to limit potential runoff effects. A technical revision for this road is <br />not necessary since the road is shown on existing permit maps and was discussed in the permit <br />text (refer to page 425) in conjunction with TR-Ob submitted in April 1990. <br />NOV C-93-52 -Failure to properly install sections of approved upland diversions. <br />Abatement Steps 1-3 - lJ Install approved section of diversion, and, 2J Reconstrrsct portion of <br />diversion to drain into permanent Te~atershed diversion as approved, or, 3J Submit a technical <br />revision to redesign diversions around substation area to reflect existing site conditions and provide <br />a revised Map 12 to shove southern diversion location and sections relative to approved designs, as <br />done for northern diversion. <br />Response: Field inspection, and review of existing drainage designs have resulted in redesign <br />of the overall drainage configuration for this area to more effettively address both disturbed and <br />undisturbed area drainage within the constraints of actual site configuration. <br />Design information for existing Watershed Diversion 3 was found to be incomplete as presented <br />in the permit application document. Design information for this diversion has been expanded <br />to address applicable design requirements. Two new diversion/collection ditches, Watershed <br />Diversion 4 and Yard Area Ditch 2, have been added and corresponding hydrologic and <br />hydraulic designs have been completed. The new or revised ditch design information <br />accompanies these responses for insertion or replacement in the permit application document. <br />The revised drainage configuration for the subject area is shown on the draft of Map 12, <br />previously submitted with the abatement responses for NOV's C-93-46 and C-93-48 in early <br />May.
