This <br />meeting was very informative and beneficial to both MCC and the Division. Jonathan Kelly, P. E., <br />Wright Water Engineers; Wendell Koontz, P.G., ARK Land; Chris Hansen, Environmental Engineer, <br />Arch Western Bituminous Group; and Henry Barbe, Environmental Engineer, MCC, attended this <br />meeting. <br />Mr. Gorham has obviously spent considerable time and effort reviewing MCC's permit application. He <br />presented the applicable Rules and constructive comments to MCC for our consideration going forwazd <br />with the PR-10 permitting process. The comments ranged from subsidence protection plan, hydrology <br />monitoring, subsidence monitoring, subsidence reporting, and formatting of the permit application. <br />Mr. Gorham had some recommendations for significant reorganization of portions of the permit text. The <br />approach consists of consolidating potential subsidence impacts information in one location of the permit <br />to facilitate review of the document and remove potential inconsistencies resulting from topics being <br />dispersed throughout the permit. Another key element of his suggestions was to replace text that is <br />regurgitated from exhibits with appropriate references. Unless we receive guidance to the contrary from <br />you, MCC plans on implementing the requested changes in the organization of the permit. <br />Mr. Gorham's pro-active and constructive suggestions for improving the PR-10 application aze beneficial <br />to MCC. This objective and honest approach is greatly appreciated.
