Catrany <br />Division Director <br />Natural Resource Trustee <br />The Division has completed its review of Technical Revision 61 -methane degas wells, <br />and has the following adequacy questions. <br />1. Please submit abandonment reports for all previously abandoned degas holes <br />pursuant to Rule 4.07.3(3). Abandonment forms aze available for download on <br />the Division web site. (http://mining.state.co.us/Forms/folms.htm) <br />2. Please include the figure "Completion of Typical Degas Borehole" as part of the <br />permit application package with an appropriate page number. <br />3. The Division provided each operator with a document titled "Installation, <br />Operation, and Abandonment of Coal Mine Methane Drainage/Monitoring Wells <br />in Colorado". Please explain how the completion and abandonment procedures <br />proposed comply with Rule 4.07.3(2} and address the applicable portions of the <br />Division document that was developed with considerable input and effort from <br />the coal and gas industry. <br />4. Text in the cover letter speaks to the lack of water in the overburden yet water is <br />clearly documented in annual hydrology reports in the overburden. Assuming <br />that the presence of an aquifer may be in question, Rule 4.07.3(1) requires a <br />cement plug from 10 feet below the ground surface to within three feet of the <br />surface. The abandonment figure titled "Degas Borehole Plugging -Typical" <br />shows cement poured to the surface, leaving the surface casing and concrete <br />protruding from the ground. The Division would not normally consider <br />reclamation of the degas wells complete until the casing is cutoff at three feet <br />below the ground surface and the azea backfilled with soil and reseeded.
