The area is a small upland portion (less than 4%) of the watershed serviced by the <br />Center Ridge pond. It does not contain any drainage structures nor is there any <br />evidence of erosional instability. Due to the relatively porous nature of the soil <br />surface, it is doubtful this area contributes significantly to surface water runoff which <br />passes through the Center Ridge pond. Water quality data collected at the Center <br />Ridge pond and along Trout Creek has remained consistent with the projections <br />described in the Probable Hydrologic Consequences section of the permit. <br />Center Ridae -Center Ridge was mined and reclaimed under the federal Surface <br />Mining Control and Reclamation Act (SMCRA; P.L. 95-87) Interim Regulations and <br />under the Colorado Mined Land Reclamation Act (CMLRA) Regulations (effective <br />May, 1977). However, a portion of the azea did not undergo final grading and seeding <br />until after the promulgation of the Colorado Surface Mining Reclamation Act <br />(CSMRA) Regulations (effective August 30, 1980). Therefore, this portion of Center <br />Ridge was included in the estimation of the reclamation liability bond associated with <br />Permit C-80-001. <br />As in the case of East Ridge, quantitative revegetation success parameters for Center <br />Ridge were not required. However, more favorable vegetation cover was present on <br />Center Ridge during a previous bond release for the remainder of the area. The <br />vegetation cover on Center Ridge at the time of the previous bond release was 42%. <br />Therefore, it was mutually agreed by P&M and the CDMG that the minimum <br />vegetative cover value for determining revegetation success would be established at <br />42%. <br />Total absolute vegetation cover for Center Ridge in 1997 was 77.6% and included the <br />following life-forms: perennial fortis- 48.3%, perennial grasses - 27.3%, shrubs - <br />0.1%, annuals and biennials - 1.4%, and noxious weeds - 0.6%. In 1998, Center <br />Ridge total absolute vegetation cover was 52.6% and included the following life- <br />
