I have
listed each comment/concern from the Division and CYCC's response
follows each one respectively.
MLRD CONCfiRN:
1. Verification that monitoring stations 301 and 69 are upstream
and downstream, respectively, from the location on Trout Creek
where the Homestead Ditch tailwater intersects the creek.
Response:
According to the ranch responsible for the Homestead Ditch, the
majority of the irrigation tailwater enters Middle Creek, which in
turn joins Trout Creek between the two stations in question. The
remainder of the flow intersects Trout Creek below Station 301.
MLRD CONCERN:
2. A compilation and analysis of water quality data for the Trout
Creek stations, which verifies that the Trout Creek stream
standards have not been jeopardized by the parcel. You may
use those stream quality standard parameters which are already
used in your monitoring plan.
Response:
First, CYCC feels that such a compilation and analysis would not
be representative, given the size of the parcel in relation to the
total contributing area present above Station 69. The Foidel Creek
and Middle Creek Watersheds are approximately 11,360 acres and
16,000 acres respectively (Bob Ugland, USGS), yielding a combined
total of some 27,360 acres. The 16.8 acre parcel in question
