EXHIBIT E <br />RECLAMATION PLAN <br />**Amendment - 1 May 07 <br />Rule 3434.5-t6tEA.5 (1) <br />Final grading the entire NORTH QUARRY shall be <br />to extract the resource to an essentially flat base <br />elevation approximately 24 feet below the bottom <br />of the pre-existing quarry floor. No reclamation <br />can commence until the third bench (elevation) is <br />extracted. <br />Drainage from the site will be minimal due to the <br />low precipitation expectation of the region. The <br />flat slope of the pit floor will tend to retain and <br />disburse any received precipitation or runoff from <br />the back-slopes for the consumptive use by the <br />plant life of the re-vegetated bench. A small berm <br />of fines material shall be placed at the throat of the <br />mesa wall opening to prevent runoff spillover. <br />The back-walls of each of the three extraction <br />benches shall have been drilled and shot to a nearly <br />vertical (approximately '/4-H to 1-V) stable bare <br />slope, where erosion is not a factor in the extremely <br />hard sandstone. Stepped benches of 6 to 12 feet <br />wide shall be left in the backwall at approximately <br />each 12-foot vertical elevation increment. <br />... 6.4.5(2)(a) <br />Reclamation chosen for the **extraction areas of <br />the entire site, including both the NORTH <br />QUARRY (17± ac) and SOUTHEAST QUARRY <br />(3. ac), ''*eaclusive of the staging/stockpile! <br />storage yard, is a return of the premises to <br />rangeland, since no other alternative is practical. <br />The lack of significant soils to cover the pit floor, <br />the lack of available water resources, and the <br />hardness of the pervasive bedrock preclude any <br />consideration of building sites for residential or <br />commercial purposes. The site would be suitable <br />for an industrial storage yard, but the site is not <br />currently close enough to such activity to be useful <br />for the present. <br />**Reclamation chosen for the "Office Trailer", <br />"Parking", and the new adjacent additional <br />stockoile/storage/staging area shall be to leave <br />an un-fenced, un-vegetated flat-graded <br />IndustriaUCommercial construction staging, <br />storage, and oarkina vard. Any paving or gravel <br />surface grading, as well as stored materials, <br />vehicles and temporary enclosures shall be left <br />intact for continuing construction operations use <br />of the current landowner. <br />(b) <br />The only other such extraction quarry in the vicinity <br />is on neighboring lands located just south and east <br />of the proposed site, is known as the Four Comers <br />Materials Hindmarsh Pit site. It has been restored to <br />rangelands and wildlife habitat, and some pre- <br />mining law azeas have reverted to such, whether by <br />conscious reclamation effort or re-vegetation of the <br />disturbed sites by neglect and natural processes. <br />(o <br />What little stockpiled material (composed of <br />surface soils, vegetative matter, and loose surface <br />rock, which was stripped from mining and process <br />azeas) shall be spread on the pit floor with any <br />reject fines soils remaining from the rock <br />processing. Thin un-retrievable soils left on the <br />surface before initial drill & shoot extraction <br />operations are not lost since they become a part of <br />the processed reject fines that will be utilized as <br />vegetative growth media following process & <br />stockpile operations. <br />(e) <br />Reclamation surface preparation shall be delayed <br />until each of three bench elevations has been <br />extracted and the pit floor areas aze no longer <br />needed for current process/stockpile operations. <br />The following table is an idealized example <br />assuming a constant rate of extracting several half- <br />acre shots each year.
