This is a report of findings and a request for information as a result of an internal review of the West
Elk, C-80-007 Applicant Violator System (AVS) databank and internal files. In this memo, requests
for documentation means letters of appointment, letters of resignation, minutes of boazd meetings,
etc.
Attachment 1 is a schematic of organizations that "owns or controls" the applicant according to
information in the AVS databank. Attachment 2 is AVS information regarding Mountain Coal Co
LLC, Attachment 3 regarding Arch Western Resources LLC, Attachment 4 regazding Atlantic
Richfield Co, Attachment 5 regarding Arch Westem Acquisition Cor, Attachment 6 regarding Arch
Coal Inc, and Attachment 7 regarding Ashland Inc.
With regard to Attachment 2, Mountain Coal Co LLC, please note that there are two treasures listed,
Eugene E Diclaudio with a begin date of 03/06/1998 and George S Davis with a begin date of
03/23/1998. Please advise me if these appointments are entered correctly. If not, please
provide me with documentation to post the AVS files.
With regazd to Attachment 3, Arch Westem Resources LLC, please note that there are two presidents
listed, Robert W Shanks with a begin date of 06/28/1998 and Jeffry N Quinn with a begin date of
03/17/1998. Please advise me if these appointments are entered correctly. If not, please
provide me with documentation to post the AVS files.
