Additionally, proof of distribution to appropriate <br />federal agencies per the CMLRD's March 7, 1991 correspondence has been provided. <br />Included are the following revised permit materials: <br />1) Updated Table of Contents pages TOC-11, TOC-12, TOC-23, TOC-24, TOC- <br />25, and TOC-26, which replace the existing pages with the same numbers; <br />2) Revised section 4.3 TOPSOIL MANAGEMENT, pp. 4.3-1 through 4.3-22, <br />which replaces the existing section of text, pp. 4.3-1 through 4.3-20 <br />(Please note that all text materials beginning with Appendix 4.3-A should be <br />retained as they have not been changed); <br />3) Revised section 4.4 REVEGETATION PLAN, pp. 4.4-1 through 4.4-21, <br />which replaces the existing section of text, pp. 4.4-1 through 4.4-24. <br />Existing Appendix 4.4-A should be removed in its entirety. The existing <br />cover sheet for Appendix 4.4-B should be removed and replaced with the <br />enclosed revised Appendix 4.4-A cover sheet. Existing cover sheets for <br />Appendices 4.4-C through 4.4-F should be removed and replaced with the <br />enclosed revised cover sheets appendices 4.4-B through 4.4-E. The text <br />materials contained in the existing Appendix 4.4-F should be retained in <br />Appendix 4.4-E in their entirety; and <br />4) Revised section 4.5 LAND MANAGEMENT PLAN, p. 4.5-1, which re- <br />places the existing section of text, p. 4.5-1. <br />Per CMLRD request, Table 4.3-6 setting suspect levels for designated soil suitability <br />characteristics, and changes in CMLRD approval time frames for reactive erosion <br />control plans submitted by P8M have been either added or made to section 4.3. Sections <br />4.4 and 4.5 have been modified to reflect the use of reference areas in setting <br />revegetation phase III bond release standards for productivity and diversity within <br />topsoiled lands. Additionally, section 4.4 has been modified to incorporate an average <br />woody stem stocking density requirement of 1,000 stems per acre within the Moffat <br />area and now includes a variable seeding rate for various categories of soil <br />reconstruction materials (i.e., livehandled rotocleared soils @ 10 P.L.S. per square foot, <br />
