Page 2, December 3, 1993, Kent Gorham
It is anticipated that the concrete piers associated with this structure would be buried in
place, with the grade beams and the upper 4 feet of each pier being removed and
transported to the portal highwall for disposal on site. As such, the bonding costs for the
concrete removal reflect on-site disposal for the grade beams, slabs, footers, and the
upper 4 feet of each pier.
This revision request and associated removal costs for the bents are calculated for the 4-
leg bent to be constructed with a revetment similar to that approved under MR93-93.
This allows for sufficient bond in the event that TCC should decide that the 4-leg bent
(constructed similar to the MR93-93 revetment framing) requires a complete protective
covering at some future time. It is possible that TCC will construct a portion of the
revetment around the bent during the initial construction, with the remainder to be
completed at a later time. Power for the MCC building may be either run overhead for a
distance of approximately 350 feet utilizing power poles, or may be run along the belt
structure itself. As this has not yet been determined, TCC has included sufficient bond
to allow for the removal of 400 linear feet of overhead power line and poles in the event
that they are needed.
The 2-leg bent bond is calculated in a similar manner, and assumes that the bent is three
feet deep. The resulting bond amount of 527,700.00 is conservative and should be
adequate to cover the removal and disposal costs associated with this minor revision.
Currently, TCC is overbonded by S 13,190.00 which is sufficient to cover the initial stages
of the belt construction. Due to the amount of bond associated with this revision, TCC
will be increasing the existing bond amount by 5200,000.00, which will leave TCC a net
bond surplus of 5185,490.00 for future permitting activities.
Due to the timing involved, TCC will submit the associated bond rider under separate letter
as soon as possible (early next week). This will allow for initial review of the revision to
be conducted while the bond rider is being obtained.
Kent, as we discussed previously, it would be extremely beneficial if we could turn this
around for approval quickly, as they are already behind schedule for construction, and
anticipated weather conditions will likely hamper construction further as the season
progresses.
