not been released from bond upon full completion of all <br />reclamation requirements as set forth in the permit. <br />The figures necessary to reconstruct the calculation of the "Life of <br />Mine" bond are in exhibits C and D of the "Life of Mine" permit. As <br />described in Exhibit D, the maximum acerage in major disturbance <br />during the mine Ilfe was predicted to be 180 acres, and in moderate <br />disturbance the maximum acerage was predl d to be 320 acres. In <br />effect, the bond assumed a constanfl gical progression of mining <br />and reclamation according to the,q~ermit°s de criptlon of the sequence <br />and timing of operations (i.e. a 4~i.Oating~nd). For minor <br />disturbance, the Initial acerage covered was 688.6 acres which would <br />expand by approximately 110 acres per year until bond release which <br />under the worst case was assumed to not be achieved until after <br />mining was completed. Using the reclamation cost figures given In <br />the permit, the bond value is reconstructed as follows: <br />Major Disturbance 180 ac X 83073 per ac = 8553,140 <br />Moderate Disturbance 320 ac X 81413 per ac = $452,160 <br />Minor Disturbance 2291 ac X 5 275 per ac = 8630,025 <br /> 81,635,325 <br />Contingency (facilities, powerlines, etc.) b6, 675 <br /> b1,642,000 <br />All of the backfllling, grading, and topsoiling covered by the life of <br />mine permit, until It was superceeded by the present permit, has been <br />completed. Liability for the remaining roads, powerlines, ponds, <br />facilities, etc., has been assumed by the new permit bond. A <br />significant portion of the revegetatlon has satisfied the applicable <br />standards. By our estimate, all of the East Ridge area is ready for <br />complete release (Area D, Map 1) leaving only the South of Shop, Center <br />Ridge, and portions of West Ridge to be covered., by the "Life of Mine" <br />bond for revegetatlon success (Area E, througfy~K, ~ap 1). These areas <br />cover 663 acres, which, using the current permit°~ estimate of <br />reseeding costs, results In a remaining Ilatill_tty under the "Life of <br />Mine" bond as follows: <br />Minor disturbance 663 acres X 8461.66 per acre = $305,914.38 <br />Therefore, we request that the Edna Mine "Life of Mlne" bond be reduced <br />to 8305,914.38 by a partial release of the covered lands as shown on <br />the attached map and recognition that the remaining liability Is <br />limited to revegetatlon of these areas since the other requirements <br />have either been satisfied or are now covered by the bond for permit <br />C-001-80, the present Edna Mine permit. <br />JH/md <br />• 1/27/83 <br />
