I had <br />discussed the concept of this request with Carol Russel last year, and it <br />was our conclusion that this request should probably first be reviewed by <br />the Division, and then acted upon by the Board if necessary. The <br />procedure is not clear since many of the mechanisms set up by the previous <br />laws concerning bonds are not applicable now.
