<br />-2- <br />8. The March 18, 1994 submittal does not include a section that had been included in the <br />February 18, 1994 submittal. On page 2.05-52 of the February 18, 1994 submittal, there is <br />a discussion of a case by case submittal of monitoring and control plans for any new <br />structures within the zone of subsidence. Please reinsert this material into the March 18, <br />1994 data, keeping in mind the modifications requested for in item number 12 of the <br />Division's March 25, 1994 letter to Basin Resources. <br />9. Please provide more information pursuant to Rule 2.05.6(6)(e){i)(B) for the subsidence <br />survey. A discussion of rock mechanics and the topography of the permit and adjacent area <br />needs to be addressed. <br />10. Rule 2.05.6(6)(e)(i)(Fj(I) requires that existing subsidence features need to be put onto a <br />map. Please show the location of surface subsidence cracks o an appropriate map. <br />11. In the text, please reference the appropriate maps that are referenced in Rules <br />2.05.6(6)(e)(i)(F)(II),(III)and (IV). <br />12. Please modify the last sentence on page 2.05-54 to state that the only structures located over <br />areas of projected longwall mining for the next permit term are the series of constricted <br />roads. <br />13. Rule 2.05.6(6)(c)(i)(D) requires that structures, as well as established monuments, are to be <br />monitored for possible subsidence. Monitoring is to be performed at least quarterly and will <br />begin one month prior to undermining. Rule 2.05.6(6)(c)(i)(E~ requires at lest semi-annual <br />submittal of the results of the subsidence monitoring program. Rule 2.05.6(6)(c)(i)(F) <br />requires that monitoring continue as long as the need for verification exists. The Division's <br />guideline is that subsidence in an area can be expected to continue until mining has <br />progressed more than [wo longwall panels.away. Therefore, the operator must monitor those . . <br />structures that are still in areas prone to subsidence. This monitoring can be visual but must <br />be recorded on at least a quarterly basis and reported to the Division at least semi-annually. <br />Please update the subsidence monitoring text to describe the monitoring program. Release of <br />a structure from the monitoring requirement is with the concurrence of the Division. <br />14. On page 2.05-53, under (b)(i)(C), please state whether the operator believes material damage <br />or diminution will occur. <br />.15. For those stock ponds that are located within the zone of possible subsidence please include <br />them on the structure inventory map and list. Also, please include them in the inventory of <br />structures on page 2.05-48 and on the worst possible consequences evaluation on page 2.05- <br />52. <br />
