In that letter, Basin proposed the use of 4" of topsoil on 44' of non-toxic plant <br />growth medium. Current estimates suggest shat there is adequate topsoil to utilize 9" of topsoil and 39' of <br />non-toxic plant growth medium in the reclamation of the RDA above the 7600'. Basin is salvaging <br />approximately 12", but additional acreage resulting from benches and non-horizontal slopes has modified the <br />amount of topsoil available for reclamation. Pages 2.05-20 through 23 have been revised, and are submitted <br />herein for your review and approval. <br />The revised pages indicate that topsoil replacement on the New Elk facilities area will be derived from the <br />Entrance Road topsoil pile (with the source being Pond 004), a borrow area located east of the west portal <br />non-coal waste disposal site and from surplus generated by salvage at the RDA.
