III III1111111111III
;,,:
May 19, 1994
Mr. Joseph Dudash
Colorado Division of Minerals and Geology
1313 Sherman, Room 2l5
Denver. CO 80203
:,qY }
- ~ '~ 'y4
4
_ /
- t..
Subject: Basin Resources, New Elk Mine, C-81-012, Stipulation 53, Technical Revision 37
Dear Mr. Dudash,
Further evaluation of topsoil resources at the Refuse Disposal Area has resulted in a modification o(the plan
submitted April 21, 1994. In that letter, Basin proposed the use of 4" of topsoil on 44' of non-toxic plant
growth medium. Current estimates suggest shat there is adequate topsoil to utilize 9" of topsoil and 39' of
non-toxic plant growth medium in the reclamation of the RDA above the 7600'. Basin is salvaging
approximately 12", but additional acreage resulting from benches and non-horizontal slopes has modified the
amount of topsoil available for reclamation. Pages 2.05-20 through 23 have been revised, and are submitted
herein for your review and approval.
The revised pages indicate that topsoil replacement on the New Elk facilities area will be derived from the
Entrance Road topsoil pile (with the source being Pond 004), a borrow area located east of the west portal
non-coal waste disposal site and from surplus generated by salvage at the RDA. Topsoil salvage at the RDA
will immediately be used for contemporaneous reclamation or stockpiled west of the refuse belt near Highway
12.
Please feel fret to contact Ralph Lopez or me if you have any questions.
Sincerely,
~~~t~~'~ C.~~
Catherine W.
