I have reviewed the operator's response, dated August 25, 1994 to the Division's concerns
identified in August 10, 1994 letter. My response is as follows:
Item 1) The operator has adequately clarified this item via revision of Exhibit 22-1.
Item 2) No response was required.
Item 3) On page 22-11 of the proposed revision the operator does state that the 1988
cover sampling on areas where Rule 4,15.10 applies was 43.9%. Additionally,
the Division specifically requested that the operator state that "Of this ground
cover a minimum of 12.7% shall be live vegetation, with no more than 2.7%
of the live vegetation to be composed of annual or weed species." This
provision should be incorporated into page 22-11 as well.
Upon review of these responses an additional concern needs to be passed on to the
operator.
4) Further study of Exhibit 22-1 brings up the reference to Tab 13. It is the
Division's understanding that Tab 13 has been redesignated a different letter
or number reference. Please correct this reference accordingly. This same
exhibit references 6 concentrated shrub planting areas. Area No. 1 is not
designated on the exhibit. Please correct accordingly.
