Long <br />Division Director <br />I have finally reviewed the above referenced Technical Revision Application, <br />submitted by Seneca Coal Company for sediment pond 010 at their Yoast surface <br />coal mine. I regret that my duties in relating to the Summitville/Friedland <br />litigation have prevented an earlier response to your request. <br />Technical Revision TR-04 was required by the Division to document the as-built <br />construction of Pond 010 at the Yoast Mine site. During the construction of the <br />pond wet subgrade conditions lead to a concern regarding the stability of the <br />embankment. The construction was under the supervision of Charles McCulloh, a <br />project engineer for Seneca Coal Company. Northwest Colorado Consultants, Inc. <br />(NCCI), served as engineering consultant to Seneca Coal Company for the <br />construction of the embankment. Mr. Brian Lens, P.E., of NCCI visited the site an <br />served to oversee NCCI's preconstruction investigation, compaction and <br />inspection control, and post-construction verifying stability analysis. <br />The reports of NCCI's efforts have been submitted as appendices to the <br />Technical Revision Application TR-04. Boring logs of the preconstruction <br />investigation; daily inspection sheets, compaction test results and proctor <br />standards; the post-construction stability analysis printout; laboratory <br />material strength test reports and data summaries, and a thorough summary <br />report have all been included within the submittal. The work performed by NCCI <br />
