STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866-3567
FAX: (303) 832-8106
June 19, 2003
Mr. William A. Bear Jr.
Bowie Resources Limited
P.O. Box 483
Paonia, Colorado 81428
RE: Bowie No. 2 Mine, Permit No. C-96-083, Bowie Resources Limited
Technical Revision No. 26, Clarification Aid for Pond C
Dear Mr. Bear:
DIVISION OF
MINERALS
GEOLOGY
RECLAMATION
MI NING•SAFETY
Bill Owens
Governor
Greg E. Walther
Executive Director
Ronald W. Cattany
Division Director
The Colorado Division of Minerals and Geology (Division) has finished its review of the Bowie
Resources Limited (BRL) submittal for Technical Revision No. 26. The Division reviewed the
situation of clarified mine water discharge as it pertains to surface water and ground water
effects. The Division agrees with BRL's flow and dilution calculations concerning NALCO
7880. The Division also agrees with BRL's assessment that the use of the clazification aid will
not have a negative effect on the irrigation water in the Fire Mountain Canal and in the Deer Trail
Ditch. However, the Division does have the following questions and comments:
Please revise the appropriate permit application page to describe how the clarification aid
will be added to the pond water and how the proper dosage of clarification aid will be
assured.
If mine water with the clazification aid discharges from Pond C and flows into the Deer
Trail Ditch and/or the Fire Mountain Canal when there is no irrigation water in the ditch
or canal, no dilution of the clarification aid will take place. Besides irrigation, what water
uses are possible from this ditch and canal, if any, and what will be the impact of the
mine water on those uses?
If there is continuous discharge of mine water from the Bowie No. 2 Mine, BRL has
committed to discharge in-compliance mine water directly into D Gulch, without any
clazification aid. It is unclear from Map 21-3 whether this discharge would ultimately
flow directly into ditch D-H 1 or, first, flow into ditch D-H2 and, then, into ditch D-H 1.
The hydrology designs for ditch D-H1 account for 0.5 cfs (225 gpm) of mine water
discharge. However, ditch D-H2 does not account for any mine water discharge in the
hydrology designs. Please clarify whether mine water discharge from D Gulch would go
first into ditch D-HI or into D-H2.
4. On page 2.05-74, the effects on irrigation water by discharging mine water into D Gulch
aze discussed. Please add a discussion on the effects on the ground water by discharging
