•
Replacement Black A: A topsoil replacement depth of 40 inches (t 3 inches from lift t and 27 inches
from lift 2) that was formerly Soil Units 98A, 98E and 98F will be used.
Replacement Block B: A topsoil replacement depth of 22 inches (9 inches from lift 1 and 13 inches
from lift 2) that was formerly Soil Units 98D, 98F and 98G will be used.
Replacement Block C: A topsoil replacement depth of 13 inches (5 inches from lift 1 and 8 inches
from lift 2) that was formerly Soil Unit 96C will be used.
Replacement Block D: A topsoil replacement depth of 12 inches {12 inches from a single lift )that
was formerly Soil UnHs 988 and 98H will be used.
Maintenance and Testing Procedures. Prior to distribution of topsoil, alf graded mined areas (on
which topsoil is to be applied) will be sampled to confirm spoil suitability (see Overburden/Spoil
Handling Plan for more details). The density and physical characteristics of the replaced topsoil and
upper spoil will be observed. Past experience has shown that ripping and chisel plowing will correct
any excessive compaction problems. Field staking will be utilized, when required, to assist in
delineating soil map unit boundaries. Color photographs or video taping of small, undisturbed topsoil
islands or pedestals will 6e taken to verify topsoil salvage depths. The minimum sampling intensity
shall be one hole per map unit or five acres, whichever is less. This topsoil salvage depth
information will be kept on file at the mine office and will be submitted with the annual topsoil
• Balance/Spoil Quality Report. Topsoil recovery depths will 6e adjustedrf warranted by the site
conditions.
Replacement depths of topsoil and subsoil will be documented and recorded for each reclamation
block. Topsoil depth measurements will be recorded on a 300-foot sample grid. This soil
replacement depth information will be utilized in the annual topsoil balance and for bond release
purposes. The annual topsoil report will analyze the salvage projections for the year compared to
the actual soil salvaged for "quality control".
Replaced topsoil will be sampled, tested, and evaluated for fertility to ensure optimum. germination,
seedling emergence, and root growth conditions. A 300-foot sampling grid will be utilized whereby
every four or five samples per reclamation block are composite. At a minimum, the samples will be
analyzed for PH, salinity, calcium carbonate, particle size, organic matter, nitrate, and ammonium
nitrogen, and phosphorous utilizing standard techniques. Results of the analysis will be maintained
by the mine and/or Division offices. Qualitative monitoring for fertility will also be done on alt
reclaimed areas as part of the ongoing revegetation success monitoring during the period of liability.
Qualitative montoring for fertility will include unscheduled visual observations in conjunction with soil
sampling will be conducted at representative revegetation transact locations.

(REVISED 2/00) 2.05.4(2)(d) - 18
