The revision proposes minor changes to the eastern <br />end of the mine yard area. Specifically, EFCI intends to eliminate the North Cell of Pond 1 (Black <br />Water Pond) and regrade the adjacent area. This proposed work will execute and compliment a <br />portion of the Phase I reclamation, and improve operation of the coal stockpile area. <br />The Black Water Pond is designed as anon-discharging impoundment that receives only process <br />water drained from the preparation plant, and direct precipitation. Under current preparation plant <br />operations, EFCI no longer needs the capability to drain into the Black Water Pond. <br />EFCI proposes to backfill and grade the Black Water Pond by cutting material from the area east of <br />the pond, and regrading the slope on the north side of pond. The resulting configuration will leave a <br />bench on and to the east of the current Black Water Pond location. EFCI will grade the area so that <br />drainage control is focused to the west end (opposite end of discharge) of Pond 1. <br />Permit materials for this revision include both text pages and maps. Since the approved hydrologic <br />demonstrations for Pond I (South Cell) include the area encompassed by the Black Water Pond, <br />revision of the hydrology is not required. Text changes remove the information and references to the <br />North Cell, and accompany this transimittal for insertion into the permit. The revised map showing <br />Pond I, Map 2l, will be submitted under separate cover from TerraMatrix, Inc. EFCI respectfully <br />requests that the other appropriate permit maps that show the facility area be similarly revised and <br />submitted in accordance with Stipulation No. 26. <br />Included with this transmittal are 3 copies of the following: <br />Application Form for a Minor Revision <br />Summary of Revisions and Additions <br />Revised Permit text <br />
