Tom Wainwright <br />As requested, Northwest Colorado Consultants, Inc, completed the <br />construction observation and compaction testing services. during the <br />construction of the fill embankments for Haul Road G and Pond 005 at the <br />Seneca IIW Hine in Routt County, Colorado. Our firm provided the <br />construction observation and compaction testing services ori~a part-time <br />baste from June 9, 1992 to July 29, 1992. During this time period, a <br />total of 70 compaction/density teats were taken in the fill;embankmente <br />for Haul Road G and an additional 36 taste were taken in the Pond 005 <br />embankment. Based on our observations made during the construction of <br />the subject embankments and the results of the compaction/deheity test e, <br />we believe that the embankment till materials were placed in general <br />conformance with the project plane and specifications. <br />It has been brought to our attention, that there ie some concern <br />regarding certain statements and/or observations made during the <br />construction of the subject embankments, by our technicians. Our <br />ccmmencs and/or recommendations regarding these matters are as follows: <br />1) 6/18/92s On this date, two of the three compaction tests, taken <br />along Haul Road G, failed to make the required compaction <br />specification (90a). The tests were out of specification by 1 to <br />2 Percent. Our technician advised Mr. Chuck HeCUlloh of the low <br />teat results and advised them to rework the failing areas. They <br />began to recompact these areas shortly after the teato were taken <br />and ae our technician was leaving the project site. Since the <br />teat ceaults were only out of Specification by 1 to 2 percent and <br />they were reworking the :ailing area e, our technician did not <br />
