<br />3 <br />Item S. This item addressed several concerns with regazd to sampling methods, statistical <br />sample adequacy, and tests of success. The DMG has the following concerns with regazd <br />to the amended application text: <br />a) The sampling method for woody plant density is not described, and the revised <br />application will need to be further amended to address woody plant density sampling. <br />b) Amended page 4-62 contains the statement "it is understood that the operator <br />may make changes to this suggested methodology in coordination with DMG prior to the <br />beginning of sampling without having to revise the present permit document " The <br />statement should be amended by inserting the phrase "to the extent that any such changes <br />are minor and are consistent with the Bond Release Guideline." <br />c) Amended page 4-63 contains the Following statement. "Statistical methods and <br />formulas will be agreed upon prior to sampling and will most likely reflect methods outlined <br />in the Division's latest version of the Bond Release Guidelines." The DMG recommends <br />that this sentence be modified as follows. "Statistical methods and formulas will be agreed <br />upon prior to sampling and will be consistent with methods and formulas outlined in the <br />Division's latest version of the Bond Release Guidelines." <br />Item 9. The operator has amended the application to delete the annual vegetation <br />monitoring requirement. The amended application indicates that vegetation sampling will <br />be conducted prior to year 5 for phase II bond release, and at the time of final bond <br />release. <br />Groundwater Monitoring <br />Item 10. The operator submitted revised page 3-23 (revised title of the tables) which <br />indicates that monitoring requirements are past monitoring requirements. No further <br />response is needed. <br />Surface Water <br />Item 11. The DMG reviewed the proposed ditch specifications and found them acceptable. <br />Therefore, the DMG approves of the revised ditch sizing calculations. <br />Item 12. The operator has recently removed the mound of dirt from the T-intersection. <br />This drainage is no longer occluded and is therefore found to be acceptable. However, the <br />operator needs to change the direction of the arrow at the T intersection (west side) on the <br />Drainage And Sediment Control Structures Map (Figure 4.7-1) if the intended water flow <br />is west as stated by #12 in your September 9, 1996 memo. <br />Item 13. The topsoil pile at the east end of the reclamation is no longer an issue of <br />concern. It will be used for reclamation of the sediment pond, and it is presently marked <br />with a sign. <br />
